    I moved from London to Portugal’s capital for the sun, lifestyle – and the tax break.

    beginning to wonder whether we’re doing more harm than good

    They didn’t move to Lisbon to do any good in first place…

        They can stay until they decide it doesn’t benefit them anymore. But it was never about doing more good than harm (unless it is to themselves).

          They probably didn’t move there with the intention of doing good to anyone but themselves. So I think this “doing more harm than good" really is just a turn of phrase meaning they realised they did harm and not necessarily a sign of hypocrisy.
