If a landlord harasses you verbally and in letters and changes your locks then just sue them. “Landlord Harassment” is an entire specialization of law practice.
If you can find a lawyer willing to work on contingency that is great. I have not had much luck finding these type of lawyers unless it is personal injury related.
And yet, as I mentioned, this entire fucking genre of lawyer exists. They’re out there right now across the nation(s) representing tenants in rent-controlled apartments.
All signs seem to indicate it is challenging to find a lawyer on contingency for this area of law. I don’t want to doubt you, but I have a nagging suspicion you are not guaranteed to find a lawyer under these circumstances.

Just sue them. I am sure everyone has months of time and tens of thousand of dollars to sue.
